New Year cheer starts early in time-jumping Samoa (AP)

APIA, Samoa ? The New Year's Eve parties started a whole day early on the Pacific island nation of Samoa, after a hop across the international date line transported the country 24 hours into the future.

Samoa and neighboring Tokelau are close to the international dateline that zigzags vertically through the Pacific Ocean, and both sets of islands decided to realign themselves this year from the Americas side of the line to the Asia side.

That makes them the first in the world to ring in the new year rather than the last.

Samoans began celebrating at the stroke of midnight on Thursday, Dec. 29. That's when the country skipped over Friday and moved straight into 12:01 a.m. on New Year's Eve. Pools and beaches have been crowded with revelers.

Debt collector's alleged tactics lead to lawsuit

There is an unprecedented lawsuit against Bank of America and a debt collector it hired. A Cape Coral woman wants them to pay up after she says they harassed her about her late husband's debts.

The plaintiff's attorney is already calling this a landmark victory for everyone who gets harassing phone calls from debt collectors.

While the case hasn't gone to trial yet, a Lee County judge ruled Linda Long can seek punitive damages against the bank and the debt collectors, West Asset Management.

Part of the lawsuit's goal to stop the debt collector's tactics.

In the lawsuit, the plaintiff's attorney, Billy Howard of Morgan and Morgan, accuses the debt collectors of using "psychological warfare" on grief-stricken family members in the hopes of collecting the unpaid debts of deceased family members - debts the family members do not personally owe.

Long claims Bank of America's debt collectors harassed her, trying to collect on a $16,000 credit card debt left when her husband suddenly died of colon cancer.

We obtained this audio clip from one of the collection calls.

It begins right after the widow tells the debt collector she only has $2,000 left to her name.

Debt Collector: You don't think the family's in a position to help you out with that, and get this taken off your plate?
Long: I doubt it, but I could try to give you $2,000 just out of his life insurance, but then I won't have much left. But that's fine I can do that, anything to just get this off my head.

The defendants refused to comment on the pending litigation.

A jury will hear the matter at trial next August.

It's important to remember that debt doesn't go away when a person dies. It's their estate that is responsible for those debts.

If there isn't any money in the estate, typically it goes unpaid.

But - with few exceptions - family members are not personally responsible and do not owe the "deceased debt" collectors.

Fearing split, pastors urge GOP candidates to quit

(AP) ? Two politically active pastors in Iowa's robust evangelical conservative movement said Wednesday that an effort has been under way to persuade either Rick Santorum or Michele Bachmann to consider quitting the Republican presidential race and endorsing the other to avoid splintering this influential voting bloc's influence in the state's caucuses.

"Otherwise, like-minded people will be divided and water down their impact," said Rev. Cary Gordon, a Sioux City minister. He said he asked Santorum several weeks ago to consider exiting the race but has since endorsed the former Pennsylvania senator, who is rising in polls.

Rev. Albert Calloway, a retired pastor from Indianola, said he asked Bachmann, a Minnesota congresswoman, several days ago to consider quitting the race.

A group of voters that united behind former Arkansas Gov. Mike Huckabee's winning caucus campaign in 2008 fear that this year's caucuses could be won by former Massachusetts Gov. Mitt Romney or Rep. Ron Paul, R-Texas. Neither track as closely to the religious right as Santorum, Bachmann or Texas Gov. Rick Perry.

Santorum, long dismissed and short on campaign money, has diligently campaigned in Iowa for more than two years. A CNN poll of Iowa caucus-goers released Wednesday showed Santorum leaping into third place in Iowa, at 16 percentage points, behind Romney and Paul.

In recent weeks, Santorum has picked up the endorsements of key social conservatives, including former gubernatorial candidate Bob Vander Plaats, who led the successful effort last year to oust three Iowa Supreme Court judges who were part of the court's unanimous 2009 decision to allow gay marriage.

Bachmann too has rallied Iowa's influential conservative clergy. Many, like Jeff Mullen, pastor of one of the Des Moines area's mega churches, helped lead Bachmann's winning campaign for Iowa's Republican presidential straw poll last August. But since then, Bachmann has faded in polls, although Wednesday she planned to conclude an ambitious effort to campaign in all of Iowa's 99 counties.

The CNN poll showed Bachmann with support of 9 percent of likely GOP caucus-goers, up slightly from the last poll. Perry had 11 percent, also up slightly.

Bachmann told reporters on her campaign bus between stops in Iowa on Wednesday she wasn't quitting and planned to announce additional clergy who were supporting her candidacy.

"The pastors who have endorsed my campaign want to see me as the next president of the United States," Bachmann said.

Gordon, who helped lead the campaign against the judges, said the fear of a divided social conservative vote is widespread among the state's evangelical clergy. However, few have actually reached out to candidates, he said.

Brad Cranston, a pastor from Burlington, said he too is worried that social conservatives will split their vote and lose influence over the eventual GOP nominee, but he has not yet tried to contact any candidates.

"It's more and more obvious it needs to happen for either Bachmann or Santorum to move forward," said Cranston, who has endorsed Bachmann.

Lions vs. Cattle: Taste Aversion Could Solve African Predator Problem

After coexisting for thousands of years, humans and African lions (Panthera leo) are on a collision course. Lion populations have dropped from 450,000 animals 50 years ago to as few as 20,000 today. Most of that decline has taken place over the past two decades, and experts are now predicting that the big cats could actually go extinct in as little as 10 to 20 more years.

Threats to lions come on many fronts?including hunting by American trophy seekers, poaching for use in traditional Asian medicine, disease and pesticide poisoning?but the biggest danger occurs when lions encroach upon livestock. Cattle farms have taken over much of the African savanna and grasslands, thus pushing aside lions? natural prey such as impalas, zebras and buffalo. Rather than following the prey to new territories, many lions simply turn to its nearest replacement?cattle. But when lions kill cattle, it affects peoples? livelihoods, and the lions are the ones that often end up paying the price with their lives as farmers shoot or poison the troublesome beasts.

But now there?s an idea that could keep lions from predating on livestock. The Colorado-based nonprofit WildiZe Foundation has funded research to see if lions can be taught to dislike the taste of beef. The process is called conditioned taste aversion, and it has worked with some other endangered species, including Mexican wolves and quolls in Australia.

Denver Zoo research associate Bill Given started his research on lions this September at Grassland Safari Lodge in Botswana. The lodge is home to several lions that have previously slain cattle but were captured by lodge personnel before farmers could kill them. The lions now live semi-wild lives in 11-hectare enclosures at the lodge but depend upon humans for their food. Given and his team of researchers gave eight of the cats meals of beef treated with the deworming agent thiabendazole in doses large enough to make them temporarily sick to their stomachs. ?It basically causes a bad case of indigestion,? WildiZe founder Eli Weiss told The Aspen Times.

After a few meals of treated beef, the lions were once again offered untreated meat. Seven of the eight refused to eat it, while an eighth actually refused to eat at all for a short period.

Writing for the WildiZe Web site, Given described conditioned taste aversion as ?a natural defensive mechanism enabling predators to survive encounters with prey with toxic [antipredator] defenses. When mammalian predators experience nausea after consuming prey with toxic defenses, they form an aversion to the taste and scent of these prey animals. Long after recovering from the effects of a [sublethal] dose of the toxin, predators avoid offending prey wherever they are encountered.?

Now that researchers know conditioned taste aversion works in lions, the next step is to obtain approval from Botswana?s Department of Wildlife and National Parks and the Kenya Wildlife Service to try the idea in the wild.

Jessica Chastain takes Palm Springs fest honors (Reuters)

LOS ANGELES (TheWrap.com) ? The Palm Springs International Film Festival has now stocked its annual Awards Gala with 14 honorees, adding actress Jessica Chastain and composer Howard Shore to its previously announced lineup.

Chastain will receive the festival's Spotlight Award at the January 7 gala, while Shore will get the Frederick Loewe Music Award.

Also receiving awards at the gala are George Clooney, Glenn Close, Stephen Daldry, Michel Hazanavicius, Gary Oldman, Brad Pitt, Octavia Spencer, Michelle Williams and the creative team behind "Young Adult": director Jason Reitman, screenwriter Diablo Cody and stars Charlize Theron and Patton Oswalt.

The two new honorees will complete the lineup.

Chastain had seven movies released in 2011, including "The Tree of Life," "The Help," "Take Shelter," "The Debt" and "Coriolanus."

Shore wrote the music for David Cronenberg's "A Dangerous Method" and Martin Scorsese's "Hugo," though PSIFF says he will be receiving the award for the latter film.

In a press release announcing the awards, festival chairman Howard Matzner called Chastain "one of the cinema's most versatile and most sought after young actresses," and termed Shore "a master composer who has consistently delighted audiences of the more than 80 films he has scored."

The 23rd Palm Springs International Film Festival will begin on January 5 and run through January 16 in the desert resort town east of Los Angeles.

Egyptian court bans military 'virginity tests'

An Egyptian court on Tuesday ordered the country's military rulers to stop the use of "virginity tests" on female detainees, in a rare condemnation by a civilian tribunal of a military practice that has caused an uproar among activists and rights groups.

The virginity test allegations first surfaced after a March 9 rally in Cairo's Tahrir Square that turned violent when men in plainclothes attacked protesters, and the army cleared the square by force. The rights group Human Rights Watch said seven women were subjected to the tests.

The ban came a week after public outrage over scenes of soldiers dragging women protesters by the hair, stomping on them and stripping one half-naked in the street during a fierce crackdown on activists.

"This is a case for all the women of Egypt, not only mine," said Samira Ibrahim, 25, who was arrested and then spoke out about her treatment.

Ibrahim filed two suits against the practice, one demanding it be banned and another accusing an officer of sexual assault. She was the only one to complain publicly about a practice that can bring shame upon the victim in a conservative society.

A small group of women gathered outside the court building, holding banners. One said, "Women of Egypt are a red line."

The three-judge panel said in its ruling that the virginity tests were "a violation of women's rights and an aggression against their dignity."

The ruling also said a member of the ruling military council admitted to Amnesty International in June that the practice was carried out on female detainees in March to protect the army against possible allegations of rape, indicating it was an administrative order and not an individual decision.

Because the military is also acting as a police force, "it is the duty of the armed forces when carrying out these duties to abide by the law and not violate its provisions when dealing with citizens," the court ruling said.

The ruling "is incredibly important not only because it comes after scenes of sexual assault and battery of women by military troops," said Heba Morayef, an Egypt researcher with Human Rights Watch. "It is also important because it is the first time a civilian court acknowledged and criticized abuse by the military."

At first the military denied administering virginity tests. Then last week, the military prosecutor said one army doctor is on trial for abuse. On Tuesday, after the court decision, military prosecutor Adel el-Morsi said the tests are not condoned by the military, calling the abuse "an individual behavior" that is before courts.

Rights groups have said some officers have explained the tests as a way to clear their names of possible charges of abuse by the protesters. Women protesters said they were threatened with prostitution charges before they were subjected to the tests.

Hossam Bahgat, a human rights activist who was involved in the case, said the court ruling restores some justice to the abused women and is a first step toward holding military officials accountable.

"It is also very symbolically important because it is a crack in the wall of impunity the (military rulers) have built around their personnel and their conduct" against protesters and women in particular, he said.

He said the lawyers will try to upgrade the charges against the army doctor to sexual assault instead of the current indecent act.

Ibrahim, who covers her hair in the style of conservative Muslims, told a private TV station Monday that she filed the suits because she wanted to spare others what she went through. Ibrahim said her family, from the conservative southern Egyptian city of Sohag, was supportive of her going public.

"I was devastated," she told the private ONTV network. "I was hurt, and sad, and didn't expect that from them (soldiers.) The first thing dad said is...only the law will help you."

Yemen's leader causes headaches in Washington

WASHINGTON (AP) - The Obama administration is weighing an unprecedented diplomatic act - whether to bar a friendly president from U.S. soil.

American officials were evaluating on Tuesday an awkward request from Yemeni strongman and longtime U.S. counterterrorism partner Ali Abdullah Saleh. Saleh has said he plans to come to the United States for medical treatment for injuries suffered in a June assassination attempt, and he has asked for a U.S. visa for entry to the country. Fearful of appearing to harbor an autocrat with blood on his hands, the Obama administration was trying to ensure that Saleh visits only for medical care and doesn't plan to stay, U.S. officials said.

Washington's hesitation reflects the shifting alliances and foreign policy strategy prompted by a year of upheaval in the Arab world. Saleh has served as an American ally against al-Qaida and will soon transfer power under a U.S.-backed deal with Yemen's opposition aimed at ending months of instability. He isn't subject to any U.S. or international sanctions.

But he also is accused of committing gross human rights violations during a year of internal conflict, and the U.S. is trying not to burn any bridges with Yemeni political groups likely to take part in future governments. Political asylum for Saleh in the United States, or the appearance of preferential treatment from an administration that has championed peaceful and democratic change, would be highly unpopular with Yemenis who've fought to depose their dictator of 33 years.

Officials close to the Saleh said Washington's suspicion that he may seek political asylum was delaying approval of his trip. They spoke on condition of anonymity because of the sensitivity of the subject. But American officials appeared to substantiate those concerns and said they were troubled by Saleh's recent comments portraying his trip as a move designed to ease the political transition.

"What we're looking at now is a request to come to the United States for the sole purpose of medical treatment," State Department spokesman Mark Toner said, refusing to go into the specific of the evaluation. "That permission has not been granted yet."

Toner declined to elaborate on the assurances the United States wanted from Saleh or offer a timetable for a decision. He also couldn't say whether any provisions existed under U.S. law to prevent the Yemeni leader from visiting the country - provided he assures officials he demonstrates he'll only stay temporarily.

In that case, Saleh almost surely will be granted entry, U.S. officials said, speaking on condition of anonymity because visa evaluations are supposed to be confidential. It's unclear when, if ever, the last time the head of state of a friendly government was blocked from visiting the United States.

One official went so far as to say Saleh's exit from Yemen might be beneficial by lowering the risk of disruptions in the lead-up to planned February elections. The U.S. is committed to doing everything it can to ensure those elections take place, the official said, but President Barack Obama's national security team was expected to make the final decision on Saleh's request. Obama was being briefed on developments while on vacation in Hawaii.

Demonstrators began protesting against Saleh and calling for his ouster in February. The Yemeni government responded with a bloody crackdown, leaving hundreds of protesters dead, and stoking fears of instability in a nation grappling with burgeoning extremism. Yemen's dangerous al-Qaida branch, known as al-Qaida in the Arabian Peninsula, has taken advantage of the vacuum to expend its presence in the south of the country.

International pressure has mounted for months for Saleh to step aside. A June rocket attack on his compound left him badly burned and wounded, and led Saleh to seek medical treatment in neighboring Saudi Arabia for three months. American officials had hoped he would remain there, but the Yemeni leader returned and violence worsened anew.

Last month, Saleh agreed to a Saudi-backed deal to hand power to his vice president and commit to stepping down completely in exchange for immunity. The deal further angered Saleh's opponents, who demanded he be tried for his attacks on protesters. Opponents also lament that he has continued to wield influence through loyalists and relatives remaining in positions of power, and many fear he may find a way to continue his rule.

Protests have expanded recently to include labor strikes, calls for Saleh to be put on trial and demands that his loyalists to be removed from office. Activists said troops commanded by Saleh's relatives attacked protesters in the capital of Sanaa over the weekend, killing at least nine people. Tens of thousands demonstrated the following day.

Saleh's immediate plans are unclear. The wily leader of three decades has maintained his rule over a country divided by tribal and regional loyalties by consistently outsmarting his opponents, but Toner said the U.S. is trying to remind everyone of the "importance of continuing along this agreed-upon path of political transition that will lead to the next election."

"We need to see that process continue regardless of where President Saleh is," Toner said.

An American official said Saleh's office informed the U.S. Embassy in Sanaa that the outgoing leader would leave Yemen soon and travel elsewhere abroad first, before possibly coming to the U.S.

The situation offers an eerie parallel to three decades ago, when President Jimmy Carter allowed the exiled shah of Iran into the U.S. for medical treatment. The decision contributed to rapidly worsening relations between Washington and Ayatollah Ruhollah Khomeini's revolution in Tehran, with Iranian students occupying the U.S. Embassy in Iran a month later.

Fifty-two American hostages were held for 444 days in response to Carter's refusal to send the shah back to Iran for trial.

Many of the nation's Native American reservations are in remote areas where Internet access is intermittent.

Distances stretch for miles on end and Internet access may be virtually nonexistent in many pockets of the nation?s Native American communities. Distance learning is a perfect fit to bring educational opportunities to remote areas.

Arizona State University (ASU) is launching its Tribal Financial Manager Certificate program?in a distance-learning format, providing access to tribal professionals who are unable to travel to the university for this vital course.

People who go through the program can now take the course online through Blackboard in a self-paced program or listen to CDs that can be played in a car, through iTunes or on an MP3 player. Or, they can continue to come to ASU for an intensive three-day session.

?If you?re driving a long distance, you can listen to the audio portion. We tried to provide as many options as possible,? said Pat Mariella, American Indian Policy Institute director.

The Tribal Financial Manager Certificate program has been a success since it began, attracting financial managers from tribes across the country who learn how to manage funds in a tribal setting.

?We?ve gotten tremendous feedback because it?s not taught anywhere else,? said Corrine Wilson, a Certified Public Accountant for Moss Adams who helped shape the program while she was vice president of the Native American Finance Officers Association (NAFOA). Wilson is also a current instructor in the program.

Launching the distance-learning portion of the program is the next logical step for the program that was started as a partnership between ASU?s American Indian Policy Institute and NAFOA. The Arizona Board of Regents provided seed funding for the program through an Arizona Regents Reach Out grant.

Learning how to manage finances for tribal governments is a specialized and complicated skill. As tribes move toward operating the full range of governmental functions, tribal members are taking over programs that were formally run by the Bureau of Indian Affairs and the federal government, said Eddie Brown, American Indian Studies professor and executive director of the American Indian Policy Institute.

?Tribes are responsible for running programs and applying financial resources appropriately. That gets very complex,? Brown said.

Managing funds requires that those doing the accounting understand the rules, regulations and laws that govern the money that tribes manage.

?Tribal governments also have their own laws to follow,? Wilson said.

For instance, since tribes typically don?t have property taxes, their unrestricted income is generally more commercial in nature. Internal Revenue Service laws are also different for tribes, she added.

Core focus areas of the program include federal Indian law from the perspective of financial management in tribal settings, tribal government accounting aspects that take into account self-determination contracting and self-governance compacting as well as taxation. Participants earn a professional certificate upon completion.

?There is a core curriculum that people need to understand. This is a critical tool that tribal governments need,? Mariella said. ?I jumped on it when we had the opportunity to develop the program at ASU in partnership with the Native American Finance Officers Association.?

Offering the program through distance learning provides another important option for tribal employees to learn about finances through the popular program.

?Through the in-classroom program, we have already trained close to 100 people from tribes throughout the United States. Tribes vote with their feet and we have a waiting list,? Mariella said. Costs for the program range from $1,500 to $1,950.

Being able to offer the program in a distance-learning format is part of ASU?s vision to bring the university to the community, Brown said.

?We?re delighted that ASU is able to offer that service,? Brown said. ?The Financial Manager Certificate Program is one example of how the university is reaching out to work with the community and provide the type of training that is so severely needed.?

Registration for both the distance learning program and the next in-classroom session from January 24-26, 2012 is now available online.

Mexican army: 'El Chapo' security head arrested (AP)

MEXICO CITY ? The Mexican army announced Sunday that it had captured the head of security for Sinaloa drug cartel head Joaquin "El Chapo" Guzman, one of the world's most wanted men.

The suspect, who was not identified by name, was captured in the Sinaloa state capital of Culiacan and will be presented to the media Monday morning, the army said.

Guzman, Mexico's top drug lord, is one of the world's richest men, and has eluded authorities by moving around and hiding since his 2001 escape from prison in a laundry truck.

The army said the man they had arrested also ran cartel activities in Durango and southern Chihuahua state, and was responsible for carrying out secret burials of cartel victims, kidnapping, extortion and arson. They did not say if the arrest moved the military closer to capturing Guzman, an arrest that would be seen as a major victory for the government of President Felipe Calderon.

Guzman is worth more than $1 billion, according to Forbes magazine, which has listed him among the "World's Most Powerful People." He has a $7 million bounty on his head, and thousands of law enforcement agents from the U.S. and other countries working on capturing him.

His cartel controls cocaine trafficking on the Mexican border with California and has moved eastward to the corridor between the Mexican state of Sonora, which borders Arizona.

Separately, Mexican soldiers discovered 13 bodies in an abandoned truck Sunday along with a message that they were killed in a war between rival drug cartels in the eastern state of Veracruz, officials said.

The bodies were found in Tamaulipas state, a few hundred yards (meters) from its border with Veracruz, according to the Tamaulipas attorney general's office. The office said that 10 of the bodies had been decapitated.

The area has been the scene of bloody battles between the Gulf and Zetas cartels, and a pair of banners alluding to a rivalry were found in the truck, the statement from the attorney-general's office said.

On Friday, the attorney general's office in Veracruz said it had found 10 bodies in a different area along the border with Tamaulipas after receiving a tip.

On Thursday, three U.S. citizens traveling to spend the holidays with their relatives in Mexico were among those killed in a spree of shooting attacks on buses. In the spree, a group of gunmen attacked three buses in Veracruz, killing a total of seven passengers.

The Americans killed were a mother and her two daughters who were returning to visit relatives in the region.

The five gunmen who allegedly carried out the attacks were later shot to death by soldiers.

Earlier, the gunmen also killed four people in the nearby town of El Higo, Veracruz.

Local police in Veracruz have become so corrupt that on Wednesday the government decided to dissolve the entire force in the state's largest city, also known as Veracruz, and sent the Navy in to patrol. Some 800 police officers and 300 administrative employees were laid off.

1.?????In view of the beginning of the ?spill over? effect of the Mexican drug war into the U.S., do grounds exist for a review of NAFTA, including its clauses banning unfettered ground transportation?

That?s been decided?the trucks are now moving. The first truck entered the country about a month ago, and so, after 17 years, that particularly contentious clause in NAFTA has been satisfied. The trade agreement in general has been a boon for the Mexican economy, at least its macroeconomy. It means, however, that there are many more truck, rail, air, and water crossings and, as a result, an increased northward flow of drugs and a southbound stream of arms.

?

2.?????Do you favor a debate on the decriminalization of the use of marijuana, and possibly further in the future, the decriminalization of cocaine and heroin?

Yes. There certainly should be a debate. It?s impossible to win a drug war; at best, you can hope to manage such a conflict.? The U.S. must do more in terms of education and the treatment of addicts.? It is counterproductive to throw people in jail for the possession or the sale of a small amount of drugs; all too often, they enter the penal system as amateurs and emerge as professionals.? Prohibition demonstrated that when robust demand exists for a banned product the consumer will pay dearly to acquire, and that the market that develops will be run by violent criminals, not the Little Sisters of Mercy. Although no panacea, decriminalization and state regulation of sales would strike an economic blow to the underworld. ?It should definitely be discussed.

?

3.?????Has the time come to demilitarize the drug war, to be replaced by a much more specialized police force that is well paid and effectively trained?

That?s certainly what outgoing Mexico State governor Enrique Pe?a Nieto, the front-runner in his country?s July 1, 2011 presidential contest, said when he was in Washington last month. He advocated developing a specialized anti-drug police force. Regrettably, Mexico never in its history has had an honest, effective, professional law enforcement capability. Dictator Porfirio D?az (1876-2011) deployed a Praetorian Guard, Los Rurales, against his opponents; the Institutional Revolutionary Party (Partido Revolucionario Institucional ? PRI ? 1929-2000) used various police agencies to advance its economic, political, and social interests. It?s a Sisyphean challenge to convince decent citizens to undertake a law enforcement career.? Even if the government offers them thorough training, state of the art armaments, and decent salaries, new recruits will enter a police headquarters where corruption thrives. Efforts to modernize law-enforcement personnel have been notably unsuccessful. Perhaps the FBI, which is opening a new academy in Puebla, will make headway. ?In view of the abominable reputation of Mexico?s law-enforcement agencies, it?s extremely difficult to recruit members? of the middle class into police work.

The local, municipal police forces are the most tarnished. They are paid at best USD 400 a month and, by cooperating with cartels, they can triple or quadruple their income by not patrolling a certain street or not entering a certain house. They do not necessarily have to be proactively corrupt, but they can just close their eyes to illegal transactions going on at specific locations. Unfortunately, the same thing is now going on with the army, especially when it comes to enlisted personnel and officers who staff roadblocks.

In the absence of a professional, reliable police force, President Felipe Calder?n began to rely on the armed forces.? The army has been trained to pursue, capture, and kill, and the pattern has produced hundreds of accusations of human rights violations. The navy, which encompasses the marines, has a much better record. Pe?a Nieto has indicated his intention to reduce the armed forces? role in combating the cartels; however, given the problems with the police, it is difficult to see how he can send the military back to their barracks and hope to have any chance to neutralize or even to limit the activities of the cartels. You cannot recruit middle class people today into the police. Law enforcement has acquired an unqualified disreputable reputation.

?

4.?????Would enhancing the security of the Mexican-U.S. border be advanced by stepped-up patrols or by easing regulations affecting migration?

There?s a chasm between the attitudes of the elite and that of the man in the street toward immigration in the United States. Surveys indicate that the average citizen?be that person African-American, Anglo-American, or Hispanic-American?not only wants current laws enforced but would like to see them strengthened.? For various reasons, though elites in Washington are for a more flexible immigration policy, including variants of amnesty, this is far from true of the outline immigrants module. The current makeup of Congress obviates opening the door and wider to immigrants.? In the future, we may see the increased deployment of the US Border Patrol, National Guard units, and regular troops on the border. As for the latter category, it is estimated that 900 of the 1200 U.S. National Guard troops stationed on the border will be withdrawn and replaced by surveillance helicopters.

?

5.????? Can the U.S. effectively limit the illicit flow of arms from the U.S. into Mexico without risking antagonizing the NRA?s predominance on the gun issue in this country? Is it possible to halt such shipments?

I served in the Virginia state legislature for 27 years. The National Rifle Association and its allies have a hammer-lock on lawmakers.? The upshot is there will be no tough gun laws passed in this country, especially in the Southwest. It?s one of our inflexible dogmas. Mexico has its own dogmas: For example, it forbids Pemex, the state oil monopoly, from entering into risk contracts, even though the nation?s reserves are rapidly declining. Truth be told, while it would be inconvenient if we stanched the flow of guns going south, Mexican criminal organizations would simply buy more weapons on the international arms market. The Chinese make quite good knock-offs of AK-47s or AR-15s; and Central America is virtually sinking from all of the arms leftover from the guerrilla wars of the 1980s. I think it would be much wiser for our leaders to speak frankly to their Mexican counterparts, and tell them that political constraints prevent curbing weapons purchases on the U.S. side of the border. The gun lobby is a business, a big one. Two-thirds of Americans want to have greater control over handguns. But the one third and its allies have a markedly much more intense voice in the debate remaining, and they will give much more money to elect the like-minded friends and defeat their foes. ?The Supreme Court?s decision in the Citizens? United case has opened the sluice gates to campaign contributions, and the National Rifle Association and its entourage will be able to raise hundreds of millions of dollars to advance their cause.

What we forget is that the United States exudes hubris. I talk to a lot of military groups, and they always seem to say that if there is a war, we?re going to win it. That?s the American way. Truth be told, there is little we can do in foreign countries apart from sending in the 82nd Airborne or a couple of Marine detachments. Mexico has every natural resource imaginable?gold, silver, oil, gas, beaches, resorts, archeological sites, specialty fruits and vegetables, fisheries, and it possesses the thirteenth largest industrial sector in the world. If Singapore could lease Mexico for twenty years, we would be talking about the ?Colossus of the South.? But the elites who live outside of Monterrey, which has been afflicted by Los Zetas and their foes, are largely cocooned from the violence. They have state-of-the-art home security, trained drivers, and private guards.? Many affluent families send their children abroad and may even operate their businesses from Texas. They don?t give a tired rat?s derriere about the 40 percent of the Mexican population that ekes out a living in urban slums or rural plots of land. The well-to-do live like princes, pay little taxes, and preside over an economic system riddled with monopolies and oligopolies.

Affluent Colombians also could escape much of the cartel violence besetting their country. ?Yet once Pablo Escobar moved from criminal ventures to killing politicians, bombing shopping centers, and burning movie houses, the power structure realized that it, too, had a stake in fighting organized crime.

Most of the Mexican elites have not had such an epiphany. Uncle Sam can do a little bit at the margins; he can provide technical assistance; furnish equipment; and engage in training.? But the local drug and crime Mafias will continue their notorious initiatives until Mexico?s elite commits itself to battling them. ?I once suggested to a group of prosperous businesspeople that they encourage at least one of their children to enter law enforcement. Of course that was not politically correct; no wonder that they laughed me out of the room.

?

6.?????Do you think the Mexican presidential campaign will affect policies toward Mexico and the drug war to any degree?

Enrique Pe?a Nieto wants continuity and cooperation with the U.S. He?s also concerned about the Guatemalan situation because there is really no effective border between Mexico and its southern neighbor; rather, it?s a surveyor?s line with at least 200 illegal crossing places between the two countries. ?The Mexican drug cartels, especially Los Zetas and the Sinaloa Cartel, brazenly operate in Guatemala, which is a failed state. The incoming Mexican president will be concerned about Central America and the impact that the existing violence against a backdrop of poverty will have on driving people from the area northward. ?I think we will see continuity in bilateral collaboration should Pe?a Nieto win the July 1, 2012 election.

?

7.?????Do you think the elections in the U.S. will have any impact on its Mexican policies?

Should a Republican defeat President Obama, there will be a greater effort to control illegal migration. Obama has tried through executive acts to ?regularize? migrants who have entered the country unlawfully. I do not think that a Republican president will exhibit the same flexibility with respect to lawbreakers that this White House has exhibited since 2009.

8.?????What strategies would you recommend to both Obama and Calder?n to limit the influence of the Mexican cartels as well as to combat the spread of drugs and weapons over the respective borders of both countries?

I would urge President Obama to stop patronizing the Mexicans and practice tough love. The future of U.S.-Mexican relations largely depends on the actions of this generation of Mexican leaders and the direction in which they take their country. They should make a full-faith offer to increase tax collections and focus on education, health care, job-training, and regional development. To Calder?n, I would say if he wants to leave a positive legacy, he should reform public education, beginning by taking legal action against the National Education Workers Union?(Sindicato Nacional de Trabajadores de la Educaci?n ? SNTE) and its leader Elba Esther ?La Maestra? Gordillo. She is an absolute scourge on the country in terms of nepotism, the sale of teaching jobs, her obdurate opposition to teacher evaluations, and the mishandling of public funds. The result is that Mexico finishes last in the triennial assessment of public school systems conducted by the Organization of Economic Cooperation and Development.

Unless young people can obtain a decent education, the number of ?Ni-Nis??the hundreds of thousands of teenagers who neither study nor work?will grow. They will also respond to the siren call of criminal syndicates. ?If he were to act to revamp public education during the eleven months remaining in office, he would give historians something positive to write about his sexenio.

Mexico makes huge meth precursor chemicals seizure (AP)

MEXICO CITY ? Mexico said Friday that it seized 229 metric tons of precursor chemicals used to make methamphetamine, the third such huge seizure this month at the Pacific port of Lazaro Cardenas, all of which were bound for a port in Guatemala.

The seizure brings to more than 534 tons the amount of meth chemicals detected at the Mexican port in less than a month.

Authorities announced on Dec. 19 that they had found almost 100 metric tons of methylamine at Lazaro Cardenas, and earlier said that 205 tons of the chemical had been found there over several days in early December.

Experts familiar with meth production call it a huge amount of raw material, noting that under some production methods, precursor chemicals can yield about half their weight in uncut meth.

The Attorney General's Office said the most recent seizure was found in 1,600 drums, and had been shipped from Shanghai, China. All three shipments originated in China and were destined for Puerto Quetzal, Guatemala.

The office has not indicated which cartels may have been moving the chemicals, but U.S. officials have noted that the Sinaloa cartel, Mexico's most powerful, has moved into meth production on an industrial scale.

Sinaloa also has operations in Guatemala, and given recent busts by the Mexican army of huge meth processing facilities in Mexico, the gang may have decided to move some production to the Central American country.

Lazaro Cardenas is located in the western Michoacan state, which is dominated by the Knights Templar cartel and previously by the La Familia gang.

However, a series of arrests, deaths and infighting may have weakened those gangs' ability to engage in massive meth production.

Also Friday, the attorney general's office in the Gulf coast state of Veracruz reported that it had found ten bodies in an area along the border with the neighboring state of Tamaulipas. The office said investigators were alerted to the bodies by a tip, and are working to identify them and the cause of death.

The area has been the scene of bloody battles between the Gulf and Zetas cartels.

State veterinarian clears Santa?s reindeer to enter California

SACRAMENTO ? California State Veterinarian Dr. Annette Whiteford has granted a 24-hour permit clearing all brand inspection and health requirements for nine reindeer slated to visit California on the evening of Dec. 24 and in the early morning hours of Dec. 25.

The permit application was filed in person by a rotund, jolly man with a red suit and a white beard. The signature on the paperwork reads ?K. Kringle,? according to a Thursday press statement from the California Department of Food and Agriculture.

Brand inspections and health requirements help veterinarians prevent the spread of animal disease.

The law also mandates that all animals entering California be individually identified. The nine reindeer named on the permit are: Dasher, Dancer, Prancer, Vixen, Comet, Cupid, Donder (or Donner), Blitzen and Rudolph.

The permit was granted under two conditions: the nine reindeer may not co-mingle with other reindeer in the state of California, and the visiting reindeer may not be used for breeding purposes while in the state.

?It is our pleasure to issue the permit to Mr. Kringle and do our part to ensure another successful trip,? said CDFA Secretary Karen Ross. ?We wish him safe travels, clear skies and plenty of milk and cookies as he and his reindeer make deliveries to the good children of California.?

Russian communications satellite falls after launch (Reuters)

MOSCOW (Reuters) ? A Russian communications satellite fell to the ground on Friday soon after it was launched, adding to a string of disasters that have haunted the country's space industry, Russian news agencies reported on Friday, quoting military sources.

The agencies said the Meridian satellite, which can have both military and civilian use, did not reach its orbit and fell to the ground near the city of Tobolsk in Siberia, about 2,300 km from Moscow.

The sources blamed the accident on the carrier rocket's failure. A source in the space industry told Interfax news agency the Meridian failure could delay the launch of Progress cargo craft, due in January.

Several incidents have marred the celebration of the 50 years since Yuri Gagarin's pioneering flight to space. A cargo craft taking supplies to astronauts aboard the International Space Station broke up in the atmosphere in August.

Three Glonass navigation system satellites launched in December last year veered off course and crashed into the Pacific Ocean, costing Moscow around $160 million and setting back the program to develop a rival to U.S. GPS.

Russia is also likely to have lost the $165-million Phobos-Grunt probe, which is stuck in orbit and may drop to Earth after it failed to set a course toward Mars's moon last month.

Japan declares tsunami-crippled nuke plant stable

(AP) ? Japan's prime minister has announced that the tsunami-devastated Fukushima Dai-ichi nuclear power plant has reached a "cold shutdown" and is no longer leaking substantial amounts of radiation.

Prime Minister Yoshihiko Noda's announcement Friday marks a milestone nine months after the March 11 tsunami sent three reactors at the plant into meltdowns in the worst nuclear crisis since Chernobyl.

But experts noted that the plant remains vulnerable to more problems and will take decades to decommission the plant.

The crisis displaced some 100,000 people. Officials are to start discussing allowing some residents to return to less contaminated areas. A 12-mile (20-kilometer) zone around the plant is expected to remain mostly off-limits for years.

TOKYO (AP) ? Japan's government was to declare Friday that the tsunami-devastated Fukushima Dai-ichi nuclear power plant had finally achieved a "cold shutdown," meaning it has stabilized and is no longer leaking substantial amounts of radiation.

The announcement would mark a big milestone nine months after the March 11 tsunami touched off a crisis at the plant and sent three of its reactors into meltdowns. Experts noted, however, that the facility remains vulnerable to more problems and will take decades of difficult and dangerous work to safely close down.

Prime Minister Yoshihiko Noda was to announce the government's assessment of conditions at the plant in a news conference later Friday.

The government's official endorsement of the claim by Tokyo Electric Power Co. that the reactors have reached cold shutdown status is a necessary step toward revising evacuation zones around the plant and focusing efforts from simply stabilizing the facility to actually starting the arduous process of shutting it down.

But the assessment has some important caveats.

The announcement is expected to say Fukushima has reached cold shutdown "conditions"? a less definitive phrasing reflecting the fact that TEPCO cannot measure temperatures of melted fuel in the damaged reactors in the same way as with normally functioning ones. So the government also attached additional conditions to be met, including minimizing radiation leaks around the plant and taking backup safety measures to ensure Fukushima's wrecked reactors are safely cooled.

Even so, the announcement would mark the end of the second phase of the government's lengthy roadmap to completely decommission the plant, which is expected to take 30 years or more.

Officials can now start discussing whether to allow some evacuated residents who lived in areas with lesser damage from the plant to return home ? although a 12-mile (20-kilometer) zone around the plant is expected to remain off limits for years to come.

Some 100,000 people were displaced by the crisis.

A cold shutdown normally means a nuclear reactor's coolant system is at atmospheric pressure and the its reactor core is at a temperature below 212 degrees Fahrenheit (100 degrees Celsius), making it impossible for a chain reaction to take place.

According to TEPCO, temperature gauges inside the Fukushima reactors show the pressure vessel is at around 70 C (158 F). The government also says the amount of radiation now being released around the plant is at or below 1 millisievert per year ? equivalent to the annual legal exposure limit for ordinary citizens before the crisis began.
