Keeping our families safe and sound is more than a priority, it?s who we are and it drives everything we do. It?s a sense of responsibility that we work hard to fulfill, seeking out the most current information and advice on how to protect ourselves and our family members during every stage of life?infancy and teenage years to the elderly?and in every situation?natural disaster, home security, internet safety. LAS VEGAS (AP) ? Police said Monday they have a warrant for a 26-year-old ex-convict identified as the prime suspect in a shooting and fiery crash that killed three people last week on the Las Vegas Strip.
"We can say with certainty that Ammar Harris is the suspect who fired the fatal shots," Las Vegas police Capt. Chris Jones told reporters at an afternoon update about a manhunt that he said would be advertised on southern Nevada billboards.
Police previously released a photo of Harris taken after his arrest last year in Las Vegas in a 2010 prostitution case. It showed Harris with tattoos on his right cheek and words on his neck above an image that appeared to depict an owl with blackened eyes. Jones said Harris should be considered armed and dangerous.
Jones said investigators were looking everywhere Harris had lived in the past. He wasn't specific.
Public records show that Harris previously lived in South Carolina and Georgia, and told a police officer when he was arrested in Miami Beach last December that he had lived in Florida for about a year.
Harris was convicted in 2004 in Orangeburg, S.C., of felony possession with intent to sell a stolen pistol, Jones said. The conviction was not in California, as police said earlier.
Clark County District Attorney Steve Wolfson attended the news conference and said afterward that the case was getting top priority from prosecutors and he hoped Harris would turn himself in. He said the warrant was issued Friday.
"If Mr. Harris is listening, I would urge him to surrender," Wolfson said.
Harris used the name Ammar Asim Faruq Harris when he was arrested last May in Las Vegas in the June 2010 case. He was charged with robbery, sexual assault, kidnapping and coercion with a weapon.
Las Vegas police also sought pandering by force and ex-felon in possession of concealed weapon charges stemming from allegations that Harris was a pimp and attacked a woman.
Court records show the case was dismissed last June. The prosecutor and a public defender who handled the case didn't immediately respond to messages Monday.
In Miami Beach, Harris was arrested Dec. 7 after he was accused of driving a silver 2006 Hummer H3 the wrong way on a congested street at 2 a.m. The arresting officer said Harris produced a Florida state identification card and provided a Miami address. The status of the case in Miami-Dade courts was unclear Monday.
In Atlanta, Harris was arrested in June 2004 on a felony marijuana possession with intent to distribute charge. According to court records, he pleaded guilty to a misdemeanor marijuana possession charge and was sentenced to three months in jail.
Fulton County jail records show Harris spent about two weeks in jail in February 2008 after a misdemeanor battery arrest. The outcome of that case was not immediately clear Monday.
In Las Vegas, investigators say Harris was driving a black Range Rover SUV when he fired shots into a Maserati before dawn Thursday, killing an aspiring rapper and causing a crash that killed two people when the Maserati slammed into a taxi that exploded in a fireball at the heart of the Strip.
Police said several other people were with Harris in the SUV as it fled the scene of the six-vehicle, chain-reaction crash on Las Vegas Boulevard near the Bellagio, Caesars Palace, Bally's and Flamingo resorts.
Jones and police homicide Lt. Ray Steiber said they were confident that Harris was the only shooter. They didn't say whether police intend to prosecute anyone else in the SUV.
But, "To anyone who is aware of his location or is assisting Ammar Harris in any way, you will be arrested and prosecuted," Jones said. "You may think you're being a friend, but keep in mind Ammar Harris is wanted for the murder of three citizens."
The SUV was the focus of an intense search before it was found Saturday parked in the garage of a gated apartment complex just a couple of blocks east of the Strip. Harris wasn't found at a nearby apartment where he was believed to have been living.
Kenneth Wayne Cherry Jr. was mortally wounded when the dark gray Maserati he was driving was peppered by gunfire from the SUV. Taxi driver Michael Boldon, 62, of Las Vegas, and passenger Sandra Sutton-Wasmund, 48, of Maple Valley, Wash., died in the taxi.
Police say the triple homicide stemmed from an altercation between Cherry and Harris in a valet area of the upscale Aria resort a block south of the crash scene at Las Vegas Boulevard and Flamingo Road.
A passenger in the Maserati was wounded in the arm, and four people from four other vehicles were treated for non-life-threatening injuries after the crash.
Las Vegas police sought help during last week's search for the Range Rover from local and federal authorities in Nevada and neighboring states of Arizona, California and Utah.

NEW DELHI/BANGALORE (Reuters) - As BlackBerry launches the first smartphone from its make-or-break BB10 line in India, one of its most loyal markets, the company faces new competition from a formidable rival that has long had a minimal presence in the country.
More than four years after it started selling iPhones in India, Apple Inc is now aggressively pushing the iconic device through installment payment plans that make it more affordable, a new distribution model and heavy marketing blitz.
"Now your dream phone" at 5,056 rupees ($93), read a recent full front-page ad for an iPhone 5 in the Times of India, referring to the initial payment on a phone priced at $840, or almost two months' wages for an entry-level software engineer.
The new-found interest in India suggests a subtle strategy shift for Apple, which has moved tentatively in emerging markets and has allowed rivals such as Samsung and BlackBerry to dominate with more affordable smartphones. With the exception of China, all of its Apple stores are in advanced economies.
Apple expanded its India sales effort in the latter half of 2012 by adding two distributors. Previously it sold iPhones only through a few carriers and stores it calls premium resellers.
The result: iPhone shipments to India between October and December nearly tripled to 250,000 units from 90,000 in the previous quarter, according to an estimate by Jessica Kwee, a Singapore-based analyst at consultancy Canalys.
At The MobileStore, an Indian chain owned by the Essar conglomerate, which says it sells 15 percent of the iPhones in the country, iPhone sales tripled between December and January, thanks to a monthly payment scheme launched last month.
"Most people in India can't afford a dollar-priced phone when the salaries in India are rupee salaries. But the desire is the same," said Himanshu Chakrawarti, its chief executive.
Apple, the distributors, retailers and banks share the advertising and interest cost of the marketing push, according to Chakrawarti. Carriers like Bharti Airtel Ltd, which also sell the iPhone 5, run separate ads.
India is the world's No. 2 cellphone market by users, but most Indians cannot afford fancy handsets. Smartphones account for just a tenth of total phone sales. In India, 95 percent of cellphone users have prepaid accounts without a fixed contract. Unlike in the United States, carriers do not subsidise handsets.
Within the smartphone segment, Apple's Indian market share last quarter was just 5 percent, according to Canalys, meaning its overall penetration is tiny.
Still, industry research firm IDC expects the Indian smartphone market to grow more than five times from about 19 million units last year to 108 million in 2016, which presents a big opportunity.
Samsung Electronics Co Ltd dominates Indian smartphone sales with a 40 percent share, thanks to its wide portfolio of Android devices priced as low as $110. The market has also been flooded by cheaper Android phones from local brands such as Micromax and Lava.
Most smartphones sold in India are much cheaper than the iPhone, said Gartner analyst Anshul Gupta.
"Where the masses are - there, Apple still has a gap."
'I LOVE INDIA, BUT...'
Apple helped create the smartphone industry with the iPhone in 2007. But last year Apple lost its lead globally to Samsung whose smartphones, which run on Google Inc's free Android software, are especially attractive in Asia.
Many in Silicon Valley and Wall Street believe the surest way to penetrate lower-income Asian markets would be with a cheaper iPhone, as has been widely reported but never confirmed. The risk is that a cheap iPhone would cannibalize demand for the premium version and eat into Apple's peerless margins.
The new monthly payment plan in India goes a long way to expanding the potential market, said Chakrawarti.
"The Apple campaign is not meant for really the regular top-end customer, it is meant to upgrade the 10,000-12,000 handset guy to 45,000 rupees," he said.
Apple's main focus for expansion in Asia has been Greater China, including Taiwan and Hong Kong, where revenue grew 60 percent last quarter to $7.3 billion.
Asked last year why Apple had not been as successful in India, Chief Executive Tim Cook said its business in India was growing but the group remained more focused on other markets.
"I love India, but I believe that Apple has some higher potential in the intermediate term in some other countries," Cook said. "The multi-layer distribution there really adds to the cost of getting products to market," he said at the time.
Apple, which has partly addressed that by adding distributors, did not respond to an email seeking comment.
Ingram Micro Inc, one of its new distributors, also declined comment. Executives at Redington (India) Ltd, the other distributor, could not immediately be reached.
BlackBerry, which has seen its global market share shrivel to 3.4 percent from 20 percent over the past three years, is making what is seen as a last-ditch effort to save itself with the BB10 series.
The high-end BlackBerry Z10 was launched in India on Monday at 43,490 rupees ($800), close to the 45,500 rupees price tag for an iPhone 5 with 16 gigabytes of memory. Samsung's Galaxy S3 and Galaxy Note 2, Nokia's Lumia 920 and two HTC Corp models are the main iPhone rivals.
BlackBerry will target corporate users and consumers in India for the Z10, said Sunil Dutt, India managing director, adding that it will tie-up with banks for installment plans.
Until last year, BlackBerry was the No. 3 smartphone brand in India with market share of more than 10 percent, thanks to a push into the consumer segment with lower-priced phones. Last quarter its share fell to about 5 percent, putting it in fifth place, according to Canalys. Apple was sixth.

WASHINGTON (AP) ? The National Rifle Association is using a Justice Department memo it obtained to argue in ads that the Obama administration believes its gun control plans won't work unless the government seizes firearms and requires national gun registration ? ideas the White House has not proposed and does not support.
The NRA's assertion and its obtaining of the memo in the first place underscore the no-holds-barred battle under way as Washington's fight over gun restrictions heats up.
The memo, under the name of one of the Justice Department's leading crime researchers, critiques the effectiveness of gun control proposals, including some of President Barack Obama's. A Justice Department official called the memo an unfinished review of gun violence research and said it does not represent administration policy.
The memo says requiring background checks for more gun purchases could help, but also could lead to more illicit weapons sales. It says banning assault weapons and high capacity ammunition magazines produced in the future but exempting those already owned by the public, as Obama has proposed, would have limited impact because people now own so many of those items.
It also says that even total elimination of assault weapons would have little overall effect on gun killings because assault weapons account for a limited proportion of those crimes.
The nine-page document says the success of universal background checks would depend in part on "requiring gun registration," and says gun buybacks would not be effective "unless massive and coupled with a ban."
The administration has not proposed gun registration, buybacks or banning all firearms. But gun registration and ownership curbs are hot-button issues for the NRA and other gun-rights groups, which strenuously oppose the ideas.
Justice Department and White House officials declined to provide much information about the memo or answer questions about it on the record.
The memo has the look of a preliminary document and calls itself "a cursory summary" and assessment of gun curb initiatives. The administration has not release it officially.
But the NRA has posted the memo on one of its websites and cites it in advertising aimed at whipping up opposition to Obama's efforts to contain gun violence. The ad says the paper shows that the administration "believes that a gun ban will not work without mandatory gun confiscation" and thinks universal background checks "won't work without requiring national gun registration" ? ideas the president has not proposed or expressed support for.
"Still think President Obama's proposals sound reasonable?" Chris W. Cox, the NRA's chief Washington lobbyist, says in the ad.
Last month, White House spokesman Jay Carney said none of Obama's proposals "would take away a gun from a single law-abiding American." Other administration officials have said their plans would not result in gun seizures or a national gun registry.
A Justice Department official who would only discuss the issue on condition of anonymity said the NRA ad misrepresents Obama's gun proposals and that the administration has never backed a gun registry or gun confiscation.
While the memo's analysis of gun curb proposals presents no new findings, it is unusual for a federal agency document to surface that raises questions about a president's plans during debate on a high-profile issue such as restricting firearms.
Obama wants to ban assault weapons and ammunition magazines exceeding 10 rounds that are produced in the future. He wants universal background checks for nearly all gun purchases. Today, checks are only mandatory on sales by federally licensed gun dealers, not transactions at gun shows or other private sales.
His plan also includes tougher federal laws against gun trafficking and straw purchases, which occur when a person legally buys a firearm but sells it to a criminal or someone else barred from owning a weapon.
Interest in the gun issue has intensified since the December shootings in Newtown, Conn., that killed 20 first-graders and six staffers at an elementary school. The Democratic-led Senate Judiciary Committee plans to write legislation addressing some of Obama's proposals in the next week or two.
The NRA's Cox declined to say how his organization obtained the memo.
He said the commercial is running online in 15 states, including many Republican-leaning states where Democrats will defend Senate seats next year, such as Alaska, Arkansas, Louisiana, Montana, North Carolina, South Dakota and West Virginia. There are also ads in papers in five states.
The memo was written under the name of Greg Ridgeway, acting director of the National Institute of Justice, the Justice Department's research arm. It is dated Jan. 4, nearly two weeks before Obama announced his plan for restricting guns, and Ridgeway's first day as acting chief.
Justice Department officials said Ridgeway was not granting interviews. He came to the institute last July from the RAND Corporation, a nonprofit research institution where he studied criminal justice issues, and has a Ph.D. in statistics.
The memo says straw purchases and gun thefts are the largest sources of firearms used in crimes, and that such transactions "would most likely become larger if background checks at gun shows and private sellers were addressed."
Gun control supporters said the NRA ad and the Justice memo don't mention that the current federal background check system blocked gun sales to 2.1 million criminals and others barred from owning guns between 1994, when the checks began, and 2010. Also ignored is that Obama has proposed cracking down on straw purchases to prevent a growth in illegal transactions, they said.
Advocates of restricting guns also said the memo omitted mention of several studies that affirm the effectiveness of firearms curbs. These include a 2010 police group analysis showing more than one-third of police departments found increased criminal use of assault weapons and high-capacity magazines since the 2004 expiration of the ban on those items.
"It doesn't appear to be a serious discussion of gun violence prevention policy, never mind an expression of administration policy," said Joshua Horwitz, executive director of the Coalition to Stop Gun Violence.
The memo says that out of 11,000 annual gun homicides, an average of 35 deaths yearly are from mass shootings, defined as those with four or more victims.
"Policies that address the larger firearm homicide issue will have a far greater impact even if they do not address the particular issues of mass shootings," it says.
It says there were an estimated 1.5 million assault weapons before the 10-year ban on those firearms began in 1994, so their sheer number would weaken a new ban exempting existing weapons. Such guns accounted for just 2 percent to 8 percent of crimes before the 1994 ban, so eliminating assault weapons "would not have a large impact on gun homicides," the memo said.
Recent data on the assault weapons ban impact is scarce because since the 1990s, Congress has blocked most federal research on the effect that firearms have on public health. As part of the gun restrictions Obama proposed last month, he ordered federal scientific agencies to research gun violence.

The nine-car wreck started when Kasey Kahne let off the gas to slow as they neared the first turn at Daytona International Speedway. Kyle Busch tried to do the same, but couldn't avoid contact.
Busch sent Kahne spinning across the track. Juan Pablo Montoya, 2010 race winner Jamie McMurray and defending series champion Brad Keselowski also were involved. So were Kurt Busch and Casey Mears.
The accident ended Harvick's attempt to become the first in NASCAR history to win the exhibition Sprint Unlimited, a twin qualifying race and the Daytona 500 in the same Speedweeks.

Retirement is supposed to be the ?golden years? for older Americans, but massive debt is tarnishing that dream. ?
A new study finds Americans aged 75 and older are becoming increasingly saddled with debt, forcing them to change their lifestyle and struggle to make ends.
The report from the Employee Benefit Research Institute (EBRI) found families headed by individuals 75 and older had an average amount of debt greater than 40% of their income in 2010. Families headed by Americans between normal retirement age, 55 to 64, and? just after retirement, 65 to 74, had small changes in these debt measures, and in some cases, improvements.
Debt nearly doubled for families headed by those 75 and up from 2007 to 2010, climbing from $13,665 to $27,409. The average debt for households headed by someone 55 and up was $75,082 in 2010, up more than $1,300 (adjusted for inflation) from 2007. These people are likely still working, however, making the debt burden for those 75 and older even heavier. The driver of debt for those with a household headed by an American 55 or older was housing debt, with nearly three-fourths of debt payments going toward housing.
Certified financial planner Michael Keating says about 40% of single Americans in the 65 and older category are relying on Social Security as their only source of income. The average Social Security benefit check for a retired worker was around $1,230 per month in 2012, translating into a meager $14,760 yearly before taxes. The EBRI found around 63% of all American families with heads 55 and up had debt, a figure which held steady from 2007 to 2010.
?Looking at their amount of debt is high, but look at the other side of that balance sheet,? Keating says. ?So many are relying on that as their only income, so they are adding more debt and piling on. The lack of income during the golden years is astounding.?
The EBRI also found the percentage of families with heads age 75 or older experiencing their debt increase to 38.5% in 2010 from 31.2% in 2007. The percentage total debt payments represent of income increased to 7.1% from 4.5%.
Older Americans supporting their children for longer is a likely culprit for this debt, according to certified financial planner Lauren Lyons Cole.
?A parent?s natural instinct is to help their child, and I see that over and over again,? Lyons Cole says. ?The reality is that most of our elderly are not in the position to be helping and need to learn to say, ?No,? which is a heartbreaking thing to do.?
It?s also a myth that retirees downsize in their later years, Keating adds. The lackluster housing market over the last five years forced many to stay in their homes longer because selling and relocation wasn?t cost effective.
?That?s not happening anymore,? he says. ?Especially with all of the transaction-related charges involved with selling a home and buying another one, it doesn?t make much sense to do.?
Early planning and saving is the only way to secure retirement, Keating says.
?A 401(k), a Roth IRA, that alphabet soup?that will be your main income in retirement,? he says. ?Also, right now with taxes going up, it?s the most tax-effective way to make savings because you are reducing the amount of money that is subject to income tax. It?s a scary thought, but we have to think of how to learn from these mistakes.?
Lyons Cole says to do your best to have your mortgage paid off before retirement. And if you are overwhelmed, seek professional help.
?You can figure out how to maximize what you have, and they can help with intergenerational planning,? she says. ?There are strategies that exist, including bankruptcy, but it?s really a case-by-case basis.?

While it doesn't quite reach the overall performance high of the Falcon Northwest Mach V (Triple Titan), which is our Editors' Choice for high-end gaming rigs, the F131 SS (GTX Titan) comes close. Design and Features
The new F131 comes in a new chassis, inspired by the design of the Maingear Potenza Super Stock ($1,999 4.5 stars) we looked at last year. It's still a mid-tower chassis, but it now shares the Potenza's rectangular shape with rounded corners and vertical orientation. The chassis measures 19 by 9.25 by 11.25 inches (HWD). The F131 we received was painted in a yellow shade of automotive paint that would look at home on a Porsche 911 GT3 sports car.
You can't miss the family resemblance to the Potenza, but the F131 has much more space inside the chassis, and is consequently larger. The Potenza is a small form factor desktop, capable of holding one high-end graphics card, while the F131, while still compact compared with a larger tower, is designed to accommodate a dual-card setup. The F131's chassis holds a pair of Samsung 840 Pro 256GB SSDs in a RAID 0 array (512GB) for the C: drive as well as a 2TB Seagate Barracuda hard drive for data storage. A DVD burner loads via a slot cut into the F131's front panel, in case you want to play older offline titles.
And those two graphics cards are the focus of this system, since they account for almost 40 percent of the system cost.. While a high-end gaming rig like the former high-end Editors' Choice gaming desktop Maingear Shift Super Stock (Core i7-3930K) does its thing with a top-of-the-line six-core Intel Core i7-3930K CPU and three AMD Radeon HD 7970 graphics cards, the F131 as configured here garners similar or better performance with a less powerful quad-core Intel Core i7-3770K processor and two Nvidia GeForce GTX Titan cards. The GTX Titan is a $999 supercomputer-class graphics card that sits alongside the Nvidia GeForce GTX 690 card at the top of Nvidia's gaming card line. The single-GPU equipped GTX Titan is much more power efficient than the Nvidia GTX 690 dual-GPU card and Nvidia GTX 680 single GPU cards that preceded it. Suffice to say that if you're using a single-monitor setup, the GTX Titan in SLI configuration will serve you well.
As mentioned above, the system comes with an Intel Core i7-3770K processor. If this setup seems familiar, you've probably read our review of the Falcon Northwest Mach V (Intel Core i7-3770K), which also had an overclocked i7-3770K, though the Mach V used a pair of GTX 690 cards to handle the 3D gaming performance. Maingear overclocked the i7 in the F131 up to 4.6 GHz (from the 3.5 GHz stock setting), while Falcon bumped the CPU in the Falcon Mach V (Core i7-3770K) up to 4.8 GHz. The processor is liquid cooled, allowing Maingear to ramp up the pain to these levels.
Speaking of cooling, the new F131 case is laid out to improve cooling. The graphics cards have their own pair of fans sucking air from under the chassis, and since the graphics cards are situated vertically, the hot air is ejected out of the top of the system. Another separate fan in the chassis pushes air over the system's memory and through to the liquid cooler's radiator and exhaust fan. Air moves in one direction: from the cooler bottom of the system up and out through the top. While this means that your display's cables will have to be connected to the top of the PC instead of the back, it also means more efficient temperature management overall. A plastic mesh lid covers the unsightly cabling and protects fingers from coming into contact with potentially hot graphics cards.
Speaking of connectors, the F131 has a pair of exposed USB 3.0 ports and audio ports next to the power and reset buttons on the top panel (unencumbered by the mesh lid). On the system's backplane proper are a good selection of ports, including four more USB 3.0 ports, four USB 2.0 ports (including one for BIOS recovery), a powered eSATA/USB 2.0 port, Ethernet, audio, and SPDIF audio out. On the two graphics cards, you'll find four DVI ports, two HDMI ports, and two DisplayPorts. The system we reviewed also came with a Killer Wireless-N 1202 card so you can connect to 2.4GHz and 5GHz Wi-Fi networks. We tested and reviewed the system with a 30-inch 2,560 by 1,600 resolution panel connected via DVI.
The F131 comes with no bloatware pre-installed. There are simply two shortcuts on the desktop, one to get to an installer for OpenOffice, and the other to get to an installer for Microsoft Security Essentials. It's up to you to use them; hardcore gamers will likely leave them both alone. The system comes with a three-year comprehensive warranty with lifetime tech support and labor. If you want to upgrade components in the future, all you have to do is call Maingear to get pricing for the parts and ship the system back. You'll have to upgrade and replace components, because the F131 simply has no additional upgrade room for components, aside from an externally accessible hard drive bay that can swallow a 3.5-inch desktop hard drive.
Performance
The F131 SS (GTX Titan) took a look at our benchmark tests, ran through them, laughed, and kept going. It matched or surpassed previous gaming systems on our benchmark tests, only "falling short" of rivals on the CineBench test. The CineBench test rewards six-core processors, so that's no surprise. On the strenuous 3D gaming tests, the F131 returned smooth playable numbers at our highest 1080p settings (Heaven 155 fps, Aliens vs. Predator 182 fps). In fact, the F131 was even able to return playable numbers on the 2,560 by 1,600 screen with all the settings set to max (Heaven 83 fps, AvP 100 fps).
For old times' sake, we brought out the Crysis and Lost Planet 2 tests, and the F131 was able to play both smoothly at 1080p (Crysis 84 fps, LP2 209 fps) and likewise at 2,560 by 1,600 with maxxed out settings (Crysis 75, LP2 145). PCMark 7, 3DMark 11, Handbrake, and Photoshop CS6 results were likewise off the charts. Essentially, the overclocked processor and two GPUs in the F131 performed as well as or better than the three GPUs in the Maingear Shift Super Stock (Core i7-3930K) and the four GPUs in the Falcon Northwest Mach V (Intel Core i7-3770K). The F131 SS also outperformed the three GTX 680 GPUs in the AVADirect X79 Gaming PC.
The Maingear F131 Super Stock (GTX Titan) proves its mettle by running through all of our benchmark tests and passing them with flying colors. It even runs through the tests at higher settings (all the eye candy turned on) and doesn't break a sweat. While a 3-way GTX Titan SLI like in our Editors' Choice Falcon Northwest Mach V (Triple Titan), could bring even more performance, you'll need to be an upper strata gamer with the wherewithal to run three 30-inch panels simultaneously to take advantage of the extra horsepower (and the $2,100 higher price tag). On a single-monitor setup, dual GTX Titan cards are more than enough for today's games and those coming in the near future, saving you the expense of an extra card and the related infrastructure. The F131 surpasses the capabilities of most high-end gaming rigs we've seen. If you have the need for smooth gameplay on a 1080p or better in a single-monitor setup, then the Maingear F131 SS (GTX Titan) should definitely be on your short list.

WASHINGTON (AP) ? Widespread flight delays and shuttered airports, off-limit seashores and unprotected parks.
The Obama administration is painting a dire portrait of the many ways the public will feel the effects of automatic federal spending cuts due to begin March 1.
The grim picture is emerging as the White House and lawmakers count down the days until the government is forced to trim $85 billion in domestic and defense spending with hardly any leeway to save some programs from the budget knife.
In detailing the costs of the cuts, President Barack Obama is seeking to raise the public's awareness while also applying pressure on congressional Republicans who oppose his blend of targeted savings and tax increases to tackle federal deficits.
"I've been very clear that these kinds of arbitrary, automatic cuts would have an adverse impact on families, on teachers, on parents who are reliant on Head Start programs, on our military readiness, on mental health services, on medical research," Obama said Friday. "This is not a smart way for us to reduce the deficit."
Just in case those consequences didn't capture the public's attention, the White House also had Transportation Secretary Ray LaHood spell out the impact on travelers: a frequent-flier nightmare of 90-minute airport waits, limited flights and closed regional airports. Republican lawmakers dismissed LaHood's warnings as "exaggerations."
But LaHood said the cuts would require slicing more than $600 million from the Federal Aviation Administration, resulting in furloughs of one day per pay period for a majority of the agency's 47,000 employees.
"Once airlines see the potential impact of these furloughs, we expect that they will change their schedules and cancel flights," LaHood said.
Moreover, he said, the Transportation Department is looking "to likely close" air traffic control towers at 100 airports that have fewer than 150,000 flight operations per year.
"We're talking about places like Boca Raton, Fla.; Joplin, Mo.; Hilton Head, S.C.; and San Marcos, Texas," he said. All in all, nearly two-thirds of the airports are concentrated in three states ? California, Florida and Texas.
But in a statement, Airlines for America, an industry group, said the organization, the FAA and airline carriers would be meeting soon to plan for potential cutbacks. "Air transportation is a key driver of our economy, and should not be used as a political football," the statement said.
Paul Rinaldi, the president of the National Air Traffic Controllers Association, said the reductions will not just inconvenience passengers, it will also affect local economies and result in more lost jobs. "The fact that they will not just be furloughing critical FAA personnel but closing air traffic control towers means the system will be even more compromised than anticipated," he added.
Still, top Republicans on congressional transportation and aviation panels accused the administration of unnecessary alarm.
"Before jumping to the conclusion that furloughs must be implemented, the administration and the agency need to sharpen their pencils and consider all the options," the lawmakers said in a joint statement issued by Rep. Bill Shuster, chairman of the House Committee on Transportation and Infrastructure; Sen. John Thune, the top Republican on the Senate Committee on Commerce, Science and Transportation; and Frank LoBiondo, chairman of the House Subcommittee on Aviation.
Throughout the administration, agency heads have been depicting an onerous after-effect to the cuts. The federal government is required to spell out the consequences to federal workers, but the details are also designed to warn lawmakers that the cuts could have a fearsome result: angry constituents. Some of the warnings:
? Defense Secretary Leon Panetta last week said that automatic cuts, known in Washington budget language as a sequester, would harm the readiness of U.S. fighting forces and he said the "vast majority" of the Defense Department's 800,000 civilian workers would have to lose one day of work per week, or 20 percent of their pay, for up to 22 weeks, probably starting in late April. The biggest potential losses, in term of total civilian payroll dollars, would be in Virginia, California, Maryland, Texas and Georgia, according to figures provided by the Pentagon.
? On Friday, the director of the Centers for Disease Control and Prevention, said cuts of more than $300 million to his agency would mean less money to solve outbreaks, fight hospital infections and keep illnesses overseas from making their way here. For instance, Dr. Tom Frieden said, the cuts could limit the agency's investigation of a tuberculosis outbreak in Los Angeles.
? At the National Park Service, employees would be furloughed, hours would be cut and sensitive areas would be blocked off to the public when there are staff shortages, according to a park service memo obtained by The Associated Press.
The giant sequoias at Yosemite National Park in California would go unprotected from visitors who might trample their shallow roots. At Cape Cod National Seashore, large sections of the Great Beach would close to keep eggs from being destroyed if natural resource managers are cut. Programs on the chopping block include invasive species eradication in Yosemite and comfort stations on the Natchez Trace Parkway in Mississippi.
Gettysburg would decrease by one-fifth the number of school children who learn about the historic battle that was a turning point in the Civil War. And in Yosemite, park administrators fear that less frequent trash pickup would potentially attract bears into campgrounds.
Over the years, budget threats have inevitably resulted in grim warnings, no matter which administration, about calamitous consequences. Many have been avoided; others have been short-lived. But Obama administration officials say they are not exaggerating or bluffing.
The cuts, with few exceptions, are designed to hit all accounts equally. The law gives Obama little leeway to ease the pain.
Even if granted flexibility to apply the cuts with more discretion ? a legislative step Republicans say they might pursue ? White House officials say that would still require severe reductions.
"It's essentially rearranging the deck chairs on the Titanic," Obama senior adviser Dan Pfeiffer said of such a proposal in a recent interview.
LaHood, in response to a question, denied that he was simply describing a worst-case scenario that would scare the public and put pressure on Republican lawmakers.
"What I'm trying to do," he said, "is wake up members of the Congress with the idea that they need to come to the table so we don't have to have this kind of calamity in air services in America."
